I made a request on Alibaba to obtain a quote for solar water heaters. I received several responses. But I retained that of M. BRUCE FEI from Spreadsun who sent me detailed technical information, and proof that he had already sold equipment in France. I contacted 2 of his clients to find out if this was true. They secured me. The guy gave me a CFR (Cost & freight) quote for $2,000 and indicated 25 days of delay. He wanted to be paid by Western Union (Yes..) Refused Paypal (prohibited in China). Anyway, even if I had made a company transfer, it wouldn’t have changed anything.
On April 5, he explains to me that the Shanghai’s Harbour is blocked and that the cargo will leave at the end of April. On April 11, he tells me that everything is blocked and that he hopes to ship in May. On May 27 he announces the end of June, but now tells me to choose a Chinese freight forwarder because of virus and customs problems. I understand that the guy did a big mistake by quoting only $500 for transport. Finally, its CFR offer became a FOB (Free on Board) offer. But he does not want to say it clearly and tries to confuse me with problems due to the virus. He then tells me that the transport will cost between 1500 and 2000 USD, and asks me to pay them to a Chinese freight forwarder, or to himself before shipping. I agree to pay 1500 or 2000, I know that the transport has exploded. But no way to send another 2000 to this guy without any guarantee. I then contact several carriers in France with forwarders representatives in China and who can take care of repatriating the goods.
All these companies logically ask me for the customs codes, the weights, the volumes, the addresses etc. And there the guy does not want to communicate anything to them. He tells me that I am trying not to pay freight, customs etc. and that he will only deal with a Chinese forwarder. I send him a somewhat curt email asking him to communicate the information required for the transport, or else to refund me. He has since blacklisted me from his computer I sent via Alibaba courier a final message with a Chinese forwarder name to contact. He read it. But now he’s playing dead.
