Selina – the seller, from Weifang Dazheng Import and Export, offered Propylene Glycol and other chemicals to us. We asked about client references. They asked for 50% prepayment, 50% against B/L. They gave us what seems like an original B/L, stamped by the shipping company. When the goods arrived, the BL number and container number were identical to another FCL, and BL shipped to another company in Mexico. The container was cleared by the other company with their goods. Our container was apparently never shipped. The seller had access to BL info from the shipping company in order to do this scam.

China has a centralized government and supposedly very low crime rates. If they wanted to find whoever received the payment, they could. They could also stop this at the root by imposing a punishment to the fraudulent persons. Either the Chinese government does not care or they are actually involved with this type of transaction.
