I am Diana from Lima-PERU, we have done two importations with Top Shine provider by an amount of USD 25,500 but lamentably these did not complete due to reasons out of our scope. Below I try to explain what happened:
a) We have done two purchases of “masks” product, one on April 3 and the other on April 15, and none of them could be left from China due to customs observations.
b) We contacted three customs agents (DHL included between them) to try to solve the issue unsuccessfully.
c) On May 10, I requested the money back to Top Shine but they only accepted to return us 50%. Since that, I am claiming the difference.
d) The supplier wants to hold the agent responsible, but the terms in which we bought were FOB, she also told me about the changes in policy of China customs, but again as a client, we are not responsible.
We trusted in Top Shine because this company belongs to an important group and they work with several major companies here in Peru. You are serious and professionals companies.
We worked with several companies in China and never had problems.
On June 4th, after to request the total refund again, we only received the additional 20%. To get this 20% we signed a engage letter because we did not have other options but if you review the case, we think that they should refund the total.
the remaining amount is $ 7,650 plus other expenses incurred, they refuse to return it

If you work with a supplier for the first time, receive your first order first, and not only with the agreement of the freight forwarder.
