User Experience:
Our company: ES “Nur Mimar” registered in Ashgabat, Turkmenistan purchased 580 ton of Oil Tubing including coupling and crossovers from the above mentioned company. Proforma Invoice was paid by our investor company registered in UAE. End user of these pipes is international oil company operating in Turkmenistan.
Unfortunately a formal contract with all terms and conditions was not concluded, as it is usually done with Chinese companies we have just paid Proforma Invoice. However, we have full formal email correspondence with them as well as payment evidence.

When pipes arrived to Turkmenistan we have discovered that all pipes are second hand and in very bad condition, which cannot be used in the oil well. End User rejected to accept them. We have formal rejection letter and local testing laboratory results confirming that pipes are in unusable condition. When we informed the same to supplier, they just stopped responding us by emails and by wechat. Then we flew over to China to meet them. At first, we did not disclose ourselves just saying that we are potential clients. So their boss showed us their workshop and invited us to their office. At the office when we presented ourselves he had just ran out and disappeared. When we asked his staff where he is, we were told that he received an urgent call and had to go. For the next 5 hours we were sitting in his office and waiting for him. Over the next week we were trying to meet him everyday by going to his office and waiting for him there. He was not responding to our phone calls as well. After 3 days of constant calling he came one evening to our hotel. We have again complained about the case and he told that of his procurement managers committed this fraud.

They also confessed that they have provided the fake Compliance Certificates confirming the quality of pipes. We have an audio record of this conversation. We asked him either to send our money back and take his pipes or to supply proper quality pipes. He promised to resolve this issue, however, it is two months now that he is again not responding to us. Pipes are currently in Turkmenistan and we cannot custom clear them as the quality does not allow us to import them.
We are currently consulting with our lawyers about taking this case to trial.
