My name is Ron MacLeod. I am a representative with the Province of British Columbia in Canada.

I used Juan Industry Co. Ltd. as I felt they would provide me with a trust worthy company to start a working relationship with. I was looking for a supplier of emergency lights for our law enforcement vehicles. Juan industrial Co. Ltd. Also does business as Popular LED light bars.com and Juan Safety.com

I contacted Lucy at Juan industrial and our relationship began. In order to gauge the quality of product I began with an order of products including individual LED lights and a light bar.

Lucy stated that the company could supply the light bar ordered. When the products arrived, everything seemed to be in order except when I turned the light bar on the colours were amber and blue… They were to be red and blue.

This light bar can switch colours however we cannot expect our officers to have to turn on the light bar and start looking for the appropriate color. The light bar must be correct on activation.

I spoke with Lucy and advised her of the problem. she stated she would speak to the engineers to see what could be done. The solution at the time was to replace the motherboard with a correct one with the correct light sequence.

I ordered more lights and one more light bar giving very clear details on what we needed…The light bar is to flash red and blue when activated. Red on Drivers side and Blue on passenger’s side. The steering wheel is on the left side of the vehicle and we drive on the right side of the road in Canada.

I also expected to receive the replacement motherboard with this order. It did not arrive. Not only did the motherboard not arrive but the new light bar when activated is red and white. The red lights are on the wrong side. I contacted Lucy to advise her of the problem and her solution was to offer me a discount. I asked how a discount would make things better when I cannot use the lights on any of our 75 vehicles.

She apologized and said she would speak with her manager to see what they could do. I contacted the company a week later and stated that if they could not supply me with a solution I would send the lights back for a refund.

Lucy advised me that they would not accept the light bars back and will not give me a refund.

I am appalled that this company is allowed to operate under your banner. They state on their web site:

Therefore our products can well meet the request of E-mark, UL and SAE approvals! We are always pursuing “Zero Defect” !

In no way has this company lived up to above statement. They will not fix or refund my money. I have absolutely NO TRUST in this company. I have all the email documentation to prove my complaint and will supply it on request.

I am afraid to say that this experience has made me afraid of taking further steps in dealing with companies from China.
My expectations were that any company that makes a product would either make it right by supplying the needed fix or; replace the product or; provide a refund on the return of the product. Lucy Smith Wu if that is her name, has refused to accept the product back and will not refund our money. BAD Business.
