I have written to ever one you’ll think about it even the Chinese president office. Officials, Chinese chamber of commerce in Wuxi China. Cairo. Shanghai and Doha, local and national newspaper but never heard anything back. (He knows that) and he keep playing games and lying to me. I Really have no idea what to do with This man and makes me think the Chinese government encouraged there people to Scams other people. If anyone knows how to solve this issue please let me know how

Please I need your help
His name is Sam Shen, International Sales Manager.
The owner of this Chinese company scammed me and others and his company is giving a bad reputation to all Chinese people and companies.
I really don’t know what to do with this man, I need Help if you know what I should do. I complained To Alibaba administration and received nothing but sorry we feel sad for what happen to you LOL (Big Deal).
Back in June 2015 we ordered equipment and made full payment.
1. We ordered a Samway P32 hose crimping machine & Samway C300 hose cutting machine to our Cairo location which was received, but stuff is missing such as (Die sets ) instructions or manuals for either machines. Also we received the wrong cutting machine there are no instructions or manuals.
Regarding the Samway C300 hose cutting machine, also for Cairo, Egypt:
2. We requested machinery with 220 volt / 1ph. and we received equipment for 380 volt / 3ph. Unfortunately, we are not able to use this machine since we have no 380V / 3 phases in our shop .
3. There are no warranty papers for either pieces of equipment.
4. There is no Inspection certificate, serial numbers or model numbers for the received equipment. In addition there are no stickers with help or safety instructions.
5. There are no instructions about the type and quantity of oil required to run hose crimping equipment.
We contacted Sam Shen immediately and we were informed he would send two additional machines at half price, with my promise to pay $1700 U.S. dollars after receipt of the equipment and testing in my shop. I have documents of the conversations / emails between myself and Mr. Shen.
A few days later, Mr. Shen indicated the shipping company was being arranged and awaiting confirmation of our physical address. Mr. Shen later said a business contact would be coming to my shop in Egypt to collect the machinery and refund my money. Since that time, Mr. Sam Shen is not accepting or responding to calls or messages. Mr. Shen always change his words, and never kept his promises to me (I have all the emails from him to support my case). I already called Chinese embassy and Chinese commercial office in Cairo they inform me they are unable to assist. Please note the following:
What is needed to solve the problem
1. 220V Single PH motor and Pump for samway p32 Crimping machine
2. samway p32 quick connector
3. C300 hose cutting machine (+ 2 cutting blades ) we didn’t order C400
4. Die sets Never received as he advertise in his website
5. Operation manual (clear printing) not soft copy Never received
6. Paid shipping and customs declaration fees (thru his Egyptian agent) for all the above
We are requesting your assistance with the above concerns. Please advise how the equipment can be returned and how our concerns can be addressed. We feel, under these circumstances that the return shipping should be paid for by Samway Company as the equipment we received is not what we asked for.
